Our team provides legal services and litigation for contracting authorities and participants in public procurement procedures.

For participants:

• Consulting and assistance in preparation and execution of tenders for participation in tendering procedures for public contracts;
• Execution of joint venture agreements under the Obligations and Contracts Act and registration in the BULSTAT register;
• Execution of: requests for alteration of initiation resolutions, requests for explanation over tendering documentation for participation, written explanations for abnormally low tenders, etc.;
• Execution of complaints against statements and acts of contracting authorities and litigation before the Commission for Protection of Competition and the Supreme Administrative court;
• Execution of written submissions and litigation of concerned third parties;
• Legal consulting related to entering into and pursuance of the public procurement contracts.

For contracting authorities:

• Assistance in the preparation of tender documentation at the pre-bidding phase;
• Consulting and assistance in the execution of the technical specification and the valuation methodology, as well as clarification over any questions participants might have;
• Participation as external experts in working committees for examination, assessment and ranking of the tenders or as external consultants, who advance the committee’s activity;
• Litigation and execution of written submissions regarding claims;
• Legal consulting concerning entering into, pursuance, amendment and termination of public procurement contracts;
• Appeal of administrative penalty orders of the Public Financial Inspection Agency related to infringements of the Public procurement act.
